Special Event Permits
It is unlawful for any person to advertise, promote, conduct, sponsor, or knowingly participate in any event within the city unless a permit for such an event has been approved. (HMC 12.36.050)
Public Assembly Permit
Public Assembly Permits are required for events held on private property when they are reasonably expected to exceed 1,000 persons and/or require street closures.
Public Assembly Permits for events held on public property, including closure of public streets, are required when the event is reasonably expected to exceed 100 people and/or obstructs, delays or otherwise interferes with the normal flow of vehicular or pedestrian traffic.
Process:
- Submit Public Assembly Permit Application.
- Submit an executed Hold Harmless Agreement shall be filed with the City Clerk’s office.
- Submit a Certificate of Insurance naming the City of Hollister as an additional insured.
- Map of proposed parade route and/or necessary street closures
- Pay the $112 application fee.
- For events requiring a street closure, signatures from a majority of the affected residents and/or businesses are required. Signature Page
For events reasonably anticipated to exceed 1,000 persons, completed applications for a permit authorizing the event shall be filed in the office of the city clerk at least 60 calendar days prior to the date of such event.
For events reasonably anticipated not to exceed 1,000 persons, completed applications for a permit authorizing the event shall be filed in the office of the city clerk not less than 45 calendar days prior to the date of such event.
Banner Permit
Banner Permit application for the placement of banners announcing special events over San Benito Street requires the sponsoring organization have permission from the City of Hollister. The banner shall be in place only for two (2) weeks prior to the event or earlier.
Process:
- Submit Banner Permit Application.
- Submit an executed Hold Harmless Agreement shall be filed with the City Clerk’s office.
- Attach proof that you are a 501(c)3 in good standing.
- Submit a Certificate of Insurance naming the City of Hollister as an additional insured.
- Pay the $169 application Fee.

Bingo Permit
Bingo is defined as a game of chance in which prizes are awarded on the basis of designated numbers or symbols on a card which conforms to numbers or symbols selected at random.
Nonprofit charitable organizations within the City of Hollister who operate bingo games for charitable purposes will require a Bingo Permit.
Process:
- Submit a Bingo Permit Application.
- Submit a copy of Exempt Status certificates or letters from the California Franchise Tax Board (if applicable)
- Pay the for the bingo license: $15 for a single-day event or $37 for multi-day events.
Applications must be received at least 30 days in advance of the bingo game. Once approved, the permit is to be available on the premises. For more information please see Chapter 5.12-Bingo of the Hollister Municipal Code.
Liability Insurance
As a condition precedent to the issuance of a permit authorizing an event, a permittee shall obtain public liability insurance from an insurance company licensed to do business in the state of California and having a financial rating in Best's Insurance Guide of at least "B." Such insurance shall provide "occurrence" coverage against liabilities for death, personal injury, or property damage arising out of or in any way connected with such event. Such insurance shall be in the amount of at least $1,000,000.00, combined single limit, and shall name the city and the city's officers, employees, and agents as additional insureds under the coverage afforded. In addition, such insurance shall be primary and noncontributing with respect to any other insurance available to the city and shall include a severability of interest (cross-liability) clause. Proof of such insurance, in a form approved by the city attorney, shall be filed with the city clerk prior to the issuance of the permit, and such insurance shall be maintained in full force and effect throughout the course of the event authorized by such permit.
