| What is a Specific Plan |
A Specific Plan is a comprehensive planning and zoning tool that focuses on a defined geographic area within a city. While the land use goals and policies of the General Plan apply broadly throughout the City of Hollister, a Specific Plan provides more detailed direction for implementing those goals and policies within a defined geographic area.
A Specific Plan also serves as an important implementation tool. It may establish land use patterns, such as where to locate residential and commercial developments, as well as housing, pedestrian and vehicle circulation, and other community planning objectives. A Specific Plan may also include policies and standards related to resource conservation, such as potable water use and air quality standards, as well as community design elements including architecture, landscaping, and signage.
