Chapter 15.16 of the Hollister Municipal Code provides information on Historic Resources.


Secretary of the Interior’s Guidelines for the Treatment of Historic Properties 

The Secretary of the Interior’s Guidelines for the Treatment of Historic Properties provide guidance to historic building owners and building managers, preservation consultants, architects, contractors, and project reviewers prior to beginning work. It is always recommended that preservation professionals be consulted early in any project involving a historic property. The Standards offer four distinct approaches to the treatment of historic properties:   

  • Preservation places a high premium on the retention, conservation, maintenance and repair of a historic resource’s materials, features, finishes, spaces, and spatial relationships that, together, give a property its historic character. 
  • Rehabilitation emphasizes the retention and repair of historic materials, but allows replacement when materials are deteriorated.   
  • Restoration focuses on the retention of materials from the most significant time in a property's history, while permitting the removal of materials from other periods.   
  • Reconstruction establishes limited opportunities to re-create a non-surviving site, landscape, building, structure, or object in all new materials. 
How Does this affect me?  

If you are proposing to make exterior changes to a registered historic home, or a potentially historic home, then a Historic Resource Evaluation Report may be required to be completed. In general, if the proposed changes are like-for-like - meaning of the same size, style, and material - then a Historic Resource Evaluation report would not be required.  

The California Office of Historic Preservation uses the threshold of 50 years for purposes of inclusion in the Office of Historic Preservation Filing System. Any building or structure that is over 50 years of age has the potential to be historic and may require a Historic Evaluation Report prior to conducting any exterior modifications.  

The Historical Resource Evaluation Report must be prepared by a qualified architectural historian and include, at a minimum, background/history of the property, assessment of whether the property is listed in or eligible to be listed in a local, state, or federal register of historical resources, identify any potential impacts of the project on the property, and any mitigation measures to reduce project impacts.
