Housing Candidate Sites
The Candidate Sites Inventory includes a mix of vacant and non-vacant parcels identified to accommodate the City’s 6th Cycle Housing Element RHNA providing the City opportunities to grow its future housing stock. The City conducted a detailed parcel-by-parcel analysis of non-vacant sites to evaluate whether existing uses materially impede redevelopment and to assess redevelopment feasibility during the planning period. Each non-vacant site was evaluated on a parcel-by-parcel basis using consistent redevelopment feasibility factors, including: existing use type and intensity relative to allowed or proposed zoning, building height, age, and functional characteristics, parcel size and configuration, likelihood of residential redevelopment, and surrounding land use and market context. This analysis is intended to assess whether existing uses materially impede redevelopment during the planning period, rather than to predict individual property owner actions.
