Lobbyist Regulations and Registration

In addition to California state law regarding lobbyist activities, certain cities, counties and special districts have separate laws regulating lobbying activities, which is typically defined as influencing or attempting to influence a city official regarding legislative or administrative action of the city. These laws do not limit the amount of lobbying that can occur, but may nonetheless impact the ways in which individuals and organizations interact with public officials. 

The Hollister City Council adopted Ordinance 1265 on October 6, 2025 adding Section 1.20: Lobbying to the Hollister Municipal Code. The ordinance outlines the regulations and reporting requirements for lobbyists in the City of Hollister who interact with appointed and elected City officials. This ordinance also requires lobbyists participating in lobbying activity in Hollister to register with the City Clerk's Office.
