Community Development
The Community Development Department is comprised of Building, Cannabis Affairs, Housing, Planning, and the Successor Agency.
The Community Development Permit Center is located at 339 Fifth Street, Hollister, California in the Old City Hall Building. It is strongly recommended to schedule an appointment for all application submittals, resubmittals, and permit pick-ups or payments. Walk-In application submittals are accepted, but applicants with an appointment will be given priority for assistance.

Building Division
The Building Division is responsible for protecting life, safety, and property by administering and enforcing adopted building codes and municipal regulations. It ensure that all structures in the community meet minimum standards of structural integrity, with special consideration for Hollister's location in a seismic region. Through professionalism, consistency, and public service, the Division promotes safe, sustainable development and supports the long-term resilience and well-being of the community.

Cannabis Affairs
The Cannabis Affairs Division is responsible for processing all applications for cannabis regulatory permits as well as monitoring active medical and adult-use cannabis facilities for compliance with State and local regulations in collaboration with the Police and Fire Departments.

Housing Division
The Housing Division is responsible for increasing and preserving the community’s supply of low- and moderate-income housing. The Housing Division operates various programs, as funding is available, including rehabilitation loans, first-time homebuyer loans, and self-help programs, in support of the goal of providing safe and decent housing for the citizens of Hollister.

Planning Division
The Planning Division is responsible for carrying out Long-Range, Current Planning and Zoning activities within the City of Hollister Planning Area. Long-Range Planning activities include the preparation of planning policy documents, such as the City's General Plan, which provides decision-makers with a community-wide vision and guide for future land use decision-making. Current Planning activities include interpreting and enforcing planning, zoning, and subdivision regulations; reviewing and processing development proposals and other land use permits; technical and demographic research and analysis; and interdepartmental and intergovernmental coordination.
